Short-Term Rental Program

City registration is required for short-term rentals, defined as a portion of a home or entire home that's rented for lodging purposes for a period of up to 30 consecutive nights. These are typically rented through online marketplaces such as Airbnb or VRBO.

An owner-occupied home where room(s) and common areas are offered for short-term lodging (includes bed and breakfast).

Before applying, you’ll need

  • To perform your own inspection and make sure it meets the requirements using the self-certified checklist.
  • The name, number and address for primary and secondary contacts who are able respond to the property in case of complaint.
  • Proof of ownership in the form of a government-issued ID.
  • Policy information for proof of liability insurance that covers guests at $1 million.
Register
  • Apply online.
  • Once your application is approved, the City will email you a registration certificate within two business days.
  • Registration is valid for one year.

  • Print and post the registration certificate.
  • Post the good neighbor guidelines.
  • Include the registration number in the advertisement.
  • Registration is valid for one year.
  • If you will be using a 3rd party for bookings, confirm that City tax will be withheld and remitted. Some providers do not withhold taxes as a default.

A non-owner-occupied home (including rental of attached but separate studio or apartment) rented for short-term lodging.

  • The name, number and address for primary and secondary contacts who are able respond to the property in case of complaint.
  • Proof of ownership in the form of a government-issued ID.
  • Policy information for proof of liability insurance that covers guests at $1 million.
Register
  • Apply online.
  • After receiving your completed submittal and payment, the City will contact you within two business days to schedule an inspection.
  • Once inspection is approved, the City will email you a registration certificate and send notification to neighboring properties within 100 feet of the short-term rental.
Inspection
  • The City will perform an inspection.
  • If the short-term rental does not pass inspection, you will be required to fix the noted items, pay for and schedule a re-inspection.
  • Once the inspection has been passed, the City will email you the registration certificate.
Re-inspection

If the initial inspection is not approved, the inspector will contact you to pay for and schedule a re-inspection.

What if I am renting a residential space more than 30 days?

This scenario would most likely fall under the City’s rental housing inspection program.

Is the registration per owner or location?

Short-term rental registration is required per location. For example, if you have multiple homes you are renting for less than 30 days as either an entire home or rooms within a location you reside, each location requires a separate registration certificate. 

Isi the short-term rental program part of the City's rental housing inspection program?

No, short-term rentals are only for short-term residential lodging that is for 30 consecutive days or less.

A residential rental unit being rented for more than 30 consecutive days falls under the City’s rental housing inspection program.

Will I get a paper copy of my registration certificate?

No, your registration certificate will be sent to you by email. It is your responsibility to print and post the registration certificate. 

What type of complaints or inquiries does the City respond to regarding short-term rentals?

For issues concerning the short-term rental posting, guest agreement, payment or other online or guest issues, please contact the marketplace/hosting site. The City does not handle guest to host or host to guest issues.

The City will respond to complaints regarding the physical fire/life safety, nuisance issues or other concerns related to City code.

How long is my short-term rental certificate good for?

Registration of short-term rentals is required and will be valid for year from the issue date. After that, you will need to pay for the renewal of the registration if you wish to continue renting.

How do I file the required quarterly tax return?

In any quarter that you have taxable rents, a tax return must be filed.
