The City of Gresham, City of Portland and Multnomah County (the consortium) are seeking input from local service providers to help shape the goals and funding priorities for the five-year consolidated plan 2021-2025, which details the consortium's plans for federal grant funds received from the U.S. Department of Housing and Urban Development.

The CDBG and HOME programs invest over $1.2 million in federal grants and loans annually in local non-profit organizations and other groups to provide services, public facilities, and affordable housing for low and moderate-income residents and neighborhoods.
The City is required to submit an application for funding every year.
