EMOPI

East Multnomah Outreach Prevention Intervention (EMOPI) is a community program aimed at stopping youth violence and empowering young people to succeed.

EMOPI Goals

EMOPI provides four key areas of support:

  1. Outreach: Connecting youth with culturally responsive social activities. Mentorships and recreation activities offer a safe, positive alternative to violence and negative influences.
  2. Intervention: Comprehensive case management and trauma-informed care. Providing conflict-resolution, in-home visits and mental health services to promote long-term well-being.
  3. Prevention: Offering life skills development, job readiness programs and partnerships with local schools that focusing on violence prevention.
  4. Investment: Long-term community partnerships with local Community Based Organizations. Securing resources to address systemic issues like poverty. 
Funding
  • In 2022, the Oregon State Legislature voted to direct funding to support East Multnomah County youth violence prevention. State investments provide the stability needed to address the root causes of violence in East County. 
  • The City of Gresham contributes city-funded staff from Gresham Police Department and Youth Services to support EMOPI.  
Partners

EMOPI partners with 16 community-based organizations and the State of Oregon Youth Development Division. These partnerships provide a comprehensive support structure of services. 

Success Measures

In two years, EMOPI laid the groundwork for East County’s first comprehensive Youth Violence Prevention Program.  

Success measures

Building Community Trust

  • EMOPI reached over 15,000 youth and their families, building a strong foundation of trust and fostering positive community relationships.
  • Hosted over 30 community events since the summer of 2022
  • Established regular, free sports programs.
  • Supported street-level bicultural outreach that engages youth in safe, positive activities. 

Youth violence and education support

EMOPI has developed ongoing educational programs on violence reduction strategies, including case management services focusing on de-escalation, awareness and youth-empowerment. 

Targeted crime prevention

  • Monitor hot spots of criminal activity In partnership with community organizations.
  • Visit families affected by or at risk of violence. 

Strengthen organizational partnerships

  • Established long-term partnerships with community organizations and school districts. 

Prosocial activities

EMOPI partners offer free services and recreation activities for youth.

Youth CrossFit at the Underground

The Underground PDX offers free CrossFit, basic workout classes and youth mentorship to local middle and high school youth ages 12-21.

Friday and Saturday Night Basketball

Free baskeball

Middle school and high school youth can attend free basketball practice, skill building and game play on Friday and Saturday nights in Gresham.

Registration and waiver are required.
