Utility Rates

Utility rates pay to operate the City's public water, wastewater and stormwater infrastructure systems and the future replacement of those systems. Our goals are long-term quality service and affordable rates for customers. The City Council approves rates.

Utility bills are mailed every other month and reflect service charges for two months.

Utility rate adjustments

Council passed a five-year rate schedule beginning in 2022; the latest increase was effective January 1, 2025.

Typical residential utility bills will increase by approximately $19.48 per bill for calendar year 2025.

Flood Safety District Pass-Thru Fee 

The City collects this fee on behalf of the Urban Flood Safety District, a non-City organization created by the Oregon State Legislature. The district is responsible for maintaining and upgrading the Columbia River levee system.

Fees

  • Single-family residences will typically see a $4 increase per two-month bill.
  • Commercial and multi-family properties will typically see their stormwater fees increase by about 10%.
