Economic Development Incentives
SDCs are a one-time charge for wastewater, water, stormwater, transportation and parks.
SDCs are collected when a development permit is issued.
The City uses SDC revenue to:
The City is reviewing and updating all System Development
Charges (SDCs) related to Water, Wastewater, Parks, Stormwater and
Transportation. Each utility is undergoing a separate review, methodology
update, and adoption of new SDCs. Stormwater, parks, water and wastewater’s updates are complete.
All new SDCs adopted by the City Council are proposed to take effect on July 1,

Our philosophy is each development should pay for its share of the cost of providing public facilities to serve new development.
SDCs honor the value and commitment rate-payers have put into developing and maintaining the public systems over the years.
City fee schedule
Parks, stormwater and transportation SDCs are higher in the newer urban growth areas of Pleasant Valley and Springwater, reflecting the higher costs to extend and construct facilities in these areas.
