Utilities Financial Assistance Programs
Gresham offers a utility bill customer assistance program to assist water, sewer, and stormwater customers. The purpose of the program is to provide limited emergency funds to pay the utility bill for a customer experiencing financial hardship.
Qualifications:
Customer with a Gresham utility billing account
Single family residences only
Monthly income of 150% of the federal poverty level, or lower
Extenuating circumstances that, using best judgment, warrant granting an exception and approving financial assistance
Limitations:
- The amount of assistance is limited to one utility billing amount for a normal bi-monthly period
- Frequency of assistance is limited to once per year
Each situation is looked at individually to determine the percentage of a two-month utility bill that may receive assistance from the program. This allows for the funds to be spread over the maximum number of customers.
Neighbors Helping Neighbors Program
Neighbors Helping Neighbors allows the City to accept contributions from residents, businesses and City employees that will help those in need pay for vital water, wastewater and stormwater utility services.
One hundred percent of the money donated to this program goes to the Utility Customer Assistance program. Donations to the program are tax deductible and the City provides donors with a year-end statement of their donations to the program.
The City has collected approximately $5,531 in donations since the program was implemented. We have used $4,500 of those donations to help utility customers thus far. These donations have come from City employees as well as concerned citizens.
