Charter of the City of Gresham, Oregon

The City Charter was adopted on May 2, 1978.  The City Charter may only be amended, repealed, or replaced if at least 60% of those voting pass a ballot measure to approve the changes.  The current City Charter has been revised nine times since it was adopted in 1978. The history of changes show Charter sections prior to the current language of the Charter.

Charter Review Committee

•  Charter Review Committee Final Report 

Pursuant to Section 45B of the Charter, the Gresham City Council appointed a Charter Review Committee to review the current language of the City's Charter. The committee fulfills the requirement to review the Charter every eight years. Proposed Charter changes approved by the City Council will be placed on the May ballot.

The Charter Review Committee met at Gresham City Hall on the dates shown below.  Public comment was welcomed and encouraged at all Committee meetings.  The Committee received public comment at both the beginning and end of each meeting.

In order to ensure ample opportunity for comment was given to all interested persons, the Charter Review Committee hosted a special meeting on Tuesday, January 17, 2012 at 6:00 p.m. in the Oregon Trail Conference Room, Gresham City Hall.  Committee members were available for informal discussions with the public prior to convening the meeting.  Public comments were received at appropriate times during and at the end of the meeting. 

On January 24, 2012, the Charter Review Committee discussed a draft report of the Committee's findings and recommendations.  The Committee approved its report on February 2, 2012 and presented the report to Council on February 7, 2012.  A Resolution containing five measures, ballot titles, and explanatory statements to amend the Charter was approved by the City Council on February 28, 2012.  The proposed Charter amendments will be placed on the May 15, 2012 ballot.
