The Gresham Redevelopment Commission offers two grant programs that support the Rockwood-West Gresham Urban Renewal Plan goals.
Both grants provide a matching incentive to encourage private investment in the area.
The New Industries Grant provides an incentive to industrial companies to make capital investment and create quality jobs in the Rockwood-West Gresham Urban Renewal Area (URA).

New Industries Grant application
The grant amount is determined through a variety of factors, including the level of capital investment and number of new jobs created.
Grants support manufacturing, high-technology, or similar industrial and light-industrial projects locating or expanding in the URA. A minimum of $500,000 in new capital investment is required.

Predevelopment Services grants and loans encourage the development or redevelopment of underused and vacant properties within the Rockwood-West Gresham Urban Renewal Area (URA).
Funds are available to assist developers and owners of industrial and commercial property with assessing the feasibility of potential development projects in the URA.

Predevelopment Services grant application
For industrial projects on larger properties, forgivable loans are available for a maximum amount of $4,000 per acre (rounded to the nearest tenth of an acre), up to $100,000.
Once the grantee has completed the work: Grants are paid out on a reimbursement basis to fund 50% of total eligible predevelopment costs, up to the maximum award amount.
Grantee must first document to the GRDC the contractor or consultants were paid.
