- 2009 Council Work Plan

The Council Work Plan describes the work the City of Gresham expects to conduct on behalf of its residents. The Plan outlines 25 projects and reflects the City’s core services and values. For 2009 the Council has identified six projects as the Top Six Project Priorities for the year. Read the full 2009 Work Plan.
- 2009 Council Work Plan: East County Justice Center

This project will develop a strategy to determine the location for development of an adequate County Court facility to serve Gresham and determine the feasibility of combining aspects of the Gresham Police and Multnomah County Sherriff's office operations.
- 2009 Council Work Plan: Economic Development
This project will develop a strategy to improve economic vitality by aggressively targeting solar and clean technology businesses to locate on industrial lands, convene an economic development summit to develop strategies and actions to strengthen Gresham's role as the region's economic hub, develop a scope of work and strategy to best position Springwater for development, including implementing short- and long-term plans to access Highway 26, and update the City's industrial district codes to facilitate efficient development and redevelopment in industrial land areas.
- 2009 Council Work Plan: City Amenities
This project will develop protocols for usage and a maintenance plan for Sports Park and Arts Plaza facilities, develop a strategy for future improvements of the Sports Park and Arts Plaza using public/private partnerships, and construct phase one of the Gresham Skate Park.
- 2009 Council Work Plan: Fiscal Health
This project will adopt a balanced budget for fiscal year 2009-10, update the City's Long Range Finance Plan, to include strategies for financial recovery, and advocate for fiscal reform.
- 2009 Council Work Plan: Public Safety
This project will develop a public safety strategy and act upon the staffing and facility study that calibrates the current and future needs for staffing, programming, equipment, and facilities, receive mid-year report from Police Chief Junginger assessing challenges and opportunities for the Police Department, review Fire and Emergency Services study on traffic and response times, seat the Public Safety Advisory Committee and develop a work plan, and advocate for continued Gang Task Force funding.
- 2009 Council Work Plan: Urban Renewal
This project will facilitate redevelopment activity on the Cultural Marketplace site and the "triangle," initiate potential Gresham Redevelopment Commission purchase of the former East County Justice Center site, improve urban renewal efforts in response to a five-year urban renewal program assessment, and incorporate new Rockwood design standards into urban renewal efforts.
- City Secures Over $10 Million in Stimulus Funding
The City has secured more than $10 million in stimulus funding from the American Recovery and Reinvestment Act. The funding will help with budget holes in public safety, transportation, and energy efficiency. Check back for updates and new information.

Report fraud and abuse
- Community Development Block Grant
$236,604 will help address neighborhood degradation. Funds will be used to retain one Code Compliance Officer to address code violations and vandalism. Additional funds will be used to support CDBG projects and determine feasibility of affordable housing development.

Project Start: Projects that can award contracts based on bids within 120 calendar days from the date funds are made available to the City will be given priority.

- Community Oriented Policing Services Hiring Recovery Program
A $1,565,874 grant from the Community Oriented Policing Services (COPS) Hiring Recovery Program (CHRP) will equate to six new police officers, allowing a partial recovery from losses to the Investigations and Operations divisions through budget cuts. The grant will fund the officers for three years, with the City responsible for retaining these positions beginning year four.

- Energy Efficiency Conservation Block Grant
$901,500 will be used to create an Energy Programs position to support energy efficiency initiatives at Gresham businesses and multi-family properties, and to implement a revolving loan fund for the single-family residential sector. Funds will also be used for a solar installation at City Hall and other efficiency retrofits at City facilities.

- Hogan Road Improvements and Safety Enhancements
The City has secured $2,375,900 for improvements to Hogan Road between Stark and Glisan to assist efforts to attract a major user to some of the only available large-parcel industrial land within the Urban Growth Boundary. - Justice Assistance Grant
A $441,149 Justice Assistance Grant will be used for equipment and training for the six police officers obtained through the COPS/CHRP grant. This grant will also fund a Police Records Specialist position that would have otherwise been eliminated. The grant will also be used to equip other police department staff.

- Smart Water Meters: Automated Meter Infrastructure Project
$4,001,400 will replace 17,000 residential meters with automated meters that relay data directly to the City. The project will save fuel, reduce pollution, enable water use analysis and leak identification, reduce meter-reading and troubleshooting expenses, and enhance customer service by making more water use information available to residents.

- STOP Violence Against Women Grant
The Gresham Police Department received $85,000 to be used for training and overtime hours in the investigation and enforcement of protection orders and service of arrest warrants on individuals responsible for domestic violence and sexual assault. The funding provides for the equivalent of 0.4 FTE to meet these crucial objectives.
